Carlos Bibbs serves as Senior Counsel in the Memphis Hub of Quintairos, Prieto, Wood & Boyer, P.A. Mr. Bibbs handles civil litigation, regulatory and municipal matters, and complex dispute resolution. His experience includes handling hearings, mediations, arbitrations, and trial preparation across a wide range of civil proceedings, as well as advising clients on compliance, risk management, and operational policy matters.
Bringing more than 25 years of experience as a litigator, Mr. Bibbs has represented governmental entities, organizations, and private stakeholders in civil litigation and regulatory matters. He has conducted extensive motion practice, negotiated settlements, and prepared and argued matters involving contracts, construction issues, environmental disputes, collections, and administrative proceedings. Mr. Bibbs has also advised on internal investigations, compliance frameworks, and exposure analysis, and has coordinated with public officials, agencies, and community stakeholders to resolve disputes and implement policy-driven strategies.
In prior roles, Mr. Bibbs served in senior government legal and leadership positions, including as a senior assistant city attorney, where he represented a major municipality in civil litigation and regulatory enforcement matters. He standardized internal recovery operations related to municipal assets, taxes, and penalties, and negotiated agreements with private entities that resulted in substantial monthly revenue recovery. He regularly led negotiations, facilitated working groups, and advised departments on policy development, budget coordination, and compliance initiatives.
Mr. Bibbs also served as chief administrative officer for a large circuit court system in Tennessee, where he oversaw internal accounting controls for court-ordered investments exceeding $10 million, directed operational and staffing functions, and implemented strategic planning and budget initiatives. In that role, he led negotiations with county officials, analyzed legislative and fiscal impacts, and coordinated implementation of policies affecting court operations and public services.
Earlier in his career, Mr. Bibbs maintained a private law practice, prosecuting and defending hundreds of cases in state courts on behalf of utilities, commercial entities, bond companies, and landowners in collection, garnishment, and civil proceedings. He also served as a partner and associate in private practice and as an assistant public defender, where he handled criminal litigation, evidentiary matters, and trial preparation.
Mr. Bibbs obtained his Juris Doctor from Loyola University College of Law and his Bachelor of Arts in Political Science from the University of Memphis.
In addition to his practice, Mr. Bibbs has served as an adjunct professor teaching business law and environmental courses at the university level. He is licensed to practice law in Tennessee.
