With over three decades of experience as a civil litigation attorney, Ms. Hartley brings a wealth of expertise to her practice, which encompasses personal injury and property damage cases, products liability, and insurance defense.

Before joining QPWB, Ms. Hartley distinguished herself as a solo practitioner, where she managed all phases of litigation in personal injury and 1983 civil rights cases. Additionally, she oversaw special education due process hearings, appeals, and enforcement of decisions and resolution agreements, actively participating in school meetings and hearings.

Notably, as a Senior Trial Attorney, Ms. Hartley handled defense litigation in personal injury, products liability, and property damage cases for Hartford insured clients through trial in Civil, Supreme, and Federal courts. She provided legal counsel by drafting motions, client advisory opinions, and responding to EEOC complaints. Furthermore, she engaged in all phases of appellate practice in the Appellate Division and Court of Appeals of the State of New York.

During her tenure at the Office of the Corporation Counsel in New York, Ms. Hartley gained valuable experience handling personal injury and police brutality trials for city agencies in Supreme Court. She actively participated in pretrial litigation, including court appearances on behalf of the City of New York, conducting depositions, engaging in motion practice, handling traverse hearings, and trying cases in Civil and Supreme Court.

Ms. Hartley earned her Bachelor of Science in Criminal Justice Degree from Pace University in 1988, graduating in the top third of her class. She then pursued her Juris Doctorate at the State University of New York at Buffalo School of Law, graduating in 1993.
