Frank E. Laboy Blanc is a partner in the Seattle office of Quintairos, Prieto, Wood & Boyer, P.A. A seasoned litigator with nearly three decades of experience, Mr. Laboy Blanc brings a distinctive technical perspective to complex exposure claims, leveraging his background as an MIT and Stanford alumn. He focuses his practice on general liability, complex civil litigation, insurance defense, business and commercial disputes, construction defects, and environmental and regulatory matters.

Prior to joining QPWB, Mr. Laboy Blanc managed a private practice in Oregon, where he handled a broad spectrum of general liability and civil litigation matters, including insurance-related disputes, contracts, consumer claims, property matters, and class-action claims reviews. Earlier in his career, he served as founder and managing attorney of a multidisciplinary law practice in Puerto Rico for two decades, representing businesses, insurers, industrial clients, and public entities in complex civil and commercial litigation, construction disputes, and administrative proceedings before regulatory bodies, including EPA Region II and regional environmental agencies.

In addition to his litigation practice, Mr. Laboy Blanc has deep experience counseling corporate clients in the pharmaceutical, manufacturing, construction, and real estate sectors on environmental compliance, regulatory permitting, contractual issues, and risk management. He also directed environmental and contract compliance operations within the Puerto Rico Housing Administration's modernization program, overseeing regulatory adherence that yielded significant operational cost savings and facilitated the release of substantial federal modernization funding.

Notably, Mr. Laboy Blanc earned his Juris Doctor from Stanford Law School and his Bachelor of Science in Chemical Engineering from the Massachusetts Institute of Technology (MIT).

He is admitted to practice law in Oregon and Puerto Rico, as well as the U.S. District Courts for the Districts of Oregon and Puerto Rico, the U.S. Court of Appeals for the First Circuit, and the Oregon Court of Appeals. Mr. Laboy Blanc is fully bilingual in English and Spanish.
