Jose Pagan is a partner in the Tallahassee office of Quintairos, Prieto, Wood & Boyer, P.A. He focuses in the areas of insurance defense coverage matters, bad faith litigation and insurance compliance and regulatory issues. He represents insurance carriers and their insureds, servicing companies, self-insured corporations, and governmental entities in the defense of property damage, personal injury and wrongful death cases. Mr. Pagan handles a wide range of matters involving first-party property claims, premises liability, commercial general liability and coverage issues. His practice includes casualty and bodily injury claims in a variety of contexts, construction defect matters, and motor vehicle liability. He focuses on defending long-term care providers, assisted living facilities, healthcare providers, hospitals, nursing home health agencies and skilled nursing facilities in arbitration, mediation, trial and appeal on claims of negligence or alleged elder abuse, as well as handling licensure actions in administrative and regulatory matters throughout Florida.

Mr. Pagan is a certified Florida Supreme Court Circuit Court Mediator and was trained as a Mediator by the American Arbitration Association. He is actively involved with the Department of Financial Services and the Office of Insurance Regulation, two agencies responsible for the regulation, compliance and enforcement of statues related to the business of insurance. Mr. Pagan has attained the highest Peer Review Rating of "AV® Preeminent(TM)" from Martindale-Hubbell Law Directory.

Mr. Pagan has represented clients in the areas of complex insurance defense matters involving coverage and bad faith litigation, and regulatory matters, at both the trial and appellate levels for over 20 years as an associate, partner and managing attorney at various law firms in Tallahassee and Miami. He has handled cases with significant financial exposure; over his career, he has gained extensive experience and knowledge that has enabled him to excel in handling complex claims and develop appropriate strategies for quick and successful resolution.

He worked as an insurance agent and as an insurance specialist and investigator with the State of Florida Department of Insurance. After Hurricane Andrew, he transferred from Tallahassee to Homestead to manage the Mediation Department Program for claims relating to Hurricane Andrew where he represented the Department in over 1,000 mediations concerning claims disputes.

Mr. Pagan received his Juris Doctor from the University of Miami School of Law in July 1998 and a Bachelor of Science in management and marketing from Florida State University in April 1989.

He is licensed to practice law in Florida and is admitted in the U.S. District Court for the Northern District of Florida and the U.S. Court of Appeals for the Eleventh Circuit. Mr. Pagan is a Florida Supreme Court Certified Circuit Court Mediator.

His professional affiliations also include member of the Claims and Litigation Management Alliance (CLM), International Association of Privacy Professionals (IAPP), Florida Insurance Fraud Education Committee (FIFEC), Florida Advisory Committee on Arson Prevention (FACAP) and International Association of Special Investigation Units (IASIU).

Mr. Pagan has earned the Certified Investigator designation from The Council of Licensure, Enforcement, and Regulation. He is also an approved provider of continuing education courses by the Education Section of the Florida Department of Financial Services, available to instruct courses approved by the Florida Department of Insurance for insurance adjusters. He is also a former State of Florida licensed insurance agent for health, life, and variable lines.
