Patrick Dunn is an associate in the New York Hub of Quintairos, Prieto, Wood & Boyer, P.A. With over two decades of litigation experience, Mr. Dunn concentrates his practice on litigation strategy, regulatory compliance, government legal affairs, and risk mitigation. His career spans leadership roles in municipal government, state agencies, and federal service, giving him a unique perspective on navigating complex investigations, compliance oversight.
Before joining QPWB, Mr. Dunn served as Assistant Chief Counsel for the U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE), where he represented the United States Government in removal proceedings before immigration judges. In this role, he provided counsel on the interpretation of immigration and customs laws, conducted direct and cross-examinations, argued motions, and advised leadership on prosecutorial discretion in sensitive cases.
Additionally, Mr. Dunn served as Chief Compliance Officer for the City of Newark, directing compliance and policy enforcement efforts for more than 1,000 employees. He oversaw internal investigations, environmental regulation compliance, whistleblower protections, and public funding audits, while providing training and guidance to senior city officials.
Mr. Dunn also served as a Hearing Officer with the New York State Office of Temporary and Disability Assistance, where he presided over administrative hearings involving public benefits and health and safety matters, rendering written decisions based on statutory and regulatory authority.
Earlier in his career, Mr. Dunn worked for over 20 years as a Special Assistant Corporation Counsel with the New York City Administration for Children's Services. There, he litigated child welfare cases, advised on personnel and administrative issues, drafted motions and briefs, and collaborated with internal and external agencies on investigations and compliance.
Mr. Dunn attended Cooley Law School in 2001 to obtain his Juris Doctorate, and prior to law school, his Bachelor of Arts in English from the State University of New York at Buffalo in 1996.
Admitted to practice law in New York, Mr. Dunn is Active in his community as a member of the New York Bar, Alpha Phi Alpha Fraternity, Inc., and the NAACP, Montclair, New Jersey Branch.
