S. James Thomas is an associate in the New Orleans Hub of Quintairos, Prieto, Wood & Boyer, P.A., where his practice includes a broad range of litigation and regulatory matters, with particular experience in landlord/tenant disputes, regulatory compliance, and issues involving insurers, businesses, and healthcare entities. His background brings a practical, real-world understanding of how legal decisions impact property owners, tenants, and regulated organizations alike.
Before to joining QPWB, Mr. Thomas served as a housing case manager, where he played a key role in helping individuals secure affordable and safe housing. In this capacity, he regularly negotiated with landlords, housing authorities, and property managers to resolve housing disputes, address compliance concerns, and facilitate lawful tenancy arrangements. In this role, Mr. Thomas also worked closely with interdisciplinary teams, including social workers, healthcare providers, and legal advocates, to coordinate comprehensive solutions for clients navigating complex housing and compliance challenges.
Mr. Thomas further expanded his policy experience as a Public Policy Fellow, where he engaged with policymakers, government agencies, and advocacy organizations on issues affecting regulated industries and public programs. He contributed to policy analysis, drafted reports and briefing materials, and monitored legislative and regulatory developments at the local, state, and federal levels.
After earning his Bachelor of Arts in Mass Communication from the University of Louisiana at Lafayette, Mr. Thomas went on to attend Southern University Law Center, where he earned his Juris Doctor and demonstrated leadership and academic engagement throughout his legal education. During law school, Mr. Thomas served as President of the Trial Advocacy Board, President of the Environmental Law Society, and held multiple fellowship positions focused on public policy, health law, and strategic initiatives. He is also a member of Omega Psi Phi Fraternity, Inc., and is a recipient of multiple academic and merit-based scholarships.
